Control whipping system in parliament.
Can you rely on your MP to vote the way the majority of his constituents direct? Generally not, because his (her) main motivation is his career in parliament and to advance that he needs to toe the party line. Should his consience prick, him the whips will use every trick in the book to bring him back into line. My solution; It should be a criminal offence for any person to influence how a MP is to vote by using any inducement (offer of a better position) or threat (to make public any unknown indiscretion).
Think about it, instead of parliament divided into to opposing sides as at present, the genuine views of the MPs would be allowed to be expressed to the benefit of us all. My MP, in the Forest of Dean actually voted for the forest sell off. Do ou really think that the present NHS vote will get an unbiased hearing, or do you think it will be one party shouting down the other.
