Making Chief Constables directly answerable to the public not a politically appointed Police and Crimes Commissioner establishment appointee
As things now stand NOBODY HAS ANY RIGHT TO CONTROL OR INFLUENCE OPERATIONAL DECISIONS OF CHIEF CONSTABLES PUTTING THE POLICE IN A POSITION OF ABSOLUTE POWER WHICH MUST INEVITABLY LEAD TO ABSOLUTE CORRUPTION AS DOES EXIST INCREASING MEASURE. DIRECT ELECTIONS OF CHIEF CONSTABLES BY THE PUBLIC IS THE ONLY POSSIBLE SAFEGUARD IF THE POLICE ARE NOT TO BE TAKEN OVER BY THE LIKES OF LORD YOU KNOW WHO WHO USES IS FISTS TO DEMONSTRATE HIS FITNESS FOR PUBLIC OFFICE. IT IS TIME THE PUBLIC GOT BACK THE POWERS THEY HAVE LOST TO A CORRUPT SYSTEM. A CHIEF CONSTABLE ANSWERING TO THEM WOULD BE A MAJOR STEP IN THE RIGHT DIRECTION APPOINTMENT OF COMMISSIONERS OF POLICE AND CRIME WOULD BE A MAJOR STEP IN THE WRONG DIRECTION AND BE AN EXPENSIVE WASTE OF PUBLIC FUNDS.

Chief Constables do answer to the public - at the moment, via their Police Authorities (elected counsellors) and in the future via directly elected Police and Crime Commissioners. We'd probably get more corruption, not less, if we elected Chief Constables, because they would be out chasing votes instead of running their police forces.
