Nacro's 'Change the Record' report to the government to update the ROA 1974
25% of the population has a criminal record and at present even if that resulted in just a fine, it is not legally 'spent' i.e. must be declared on a job application if asked which seems a little ridiculous when the government is now cutting benefits, expecting everyone to get a job.

In the Black community the figures are terribly high. What is a boy to do, if they are labelled from a young age as a 'crim'. Something must be done about this.
